The Ukrainian government has adopted important changes to the procedure for passing and accounting for humanitarian aid under martial law. Resolution No. 321, which has come into force, makes adjustments to the regulation of this process. Particular attention is paid to the procedure for correcting errors in declarations regarding the list of goods recognized as humanitarian aid after their customs clearance.
This was reported by the press center of the State Customs Service, emphasizing that customs authorities have the right to make changes only to column 12 of the declaration "Vehicle identification".
This procedure applies only to vehicles imported as humanitarian aid. In the event of errors being detected in other sections of the declaration, the decision to make changes is made by the Ministry of Social Policy.
To correct errors, the recipient of humanitarian aid must print the completed declaration from the AS GUD or receive it in paper form. The necessary changes in column 12 can be made by crossing out, with the condition of a limit of two characters for each correction, which must be signed by the recipient's manager.
After making corrections, it is necessary to draw up a free-form application for submission to the customs office that carried out customs clearance of the vehicle. A copy of the corrected declaration, a copy of the vehicle's technical passport and other documents containing information about the vehicle are attached to the application.
The application must be signed by the recipient's manager using a qualified or advanced electronic signature. After submitting the application and documents to the customs office that carried out customs clearance, the recipient is obliged to notify the Ministry of Social Policy of the changes made.
It is worth noting that making changes to the declaration is impossible in cases of detection of violations of customs regulations regarding the declared vehicle, the absence of necessary documents or the absence of confirmation of the need for correction based on the submitted documents.
