Ukraine simplifies import of explosives to boost ammunition production

The Ukrainian government has adopted a decision that will significantly facilitate the import of explosives and key components for ammunition production. These are manufacturers who do not currently have valid state contracts, but are involved in defense production. This was announced by the Minister for Strategic Industries Herman Smetanin.

According to the innovation, enterprises will now be able to import explosives, initiating agents, as well as products and devices containing explosive elements, according to a simplified algorithm. According to the minister, the procedure has become "as simple and transparent as possible", which will significantly accelerate the supply of critical raw materials for the defense sector.

Smetanin emphasized that in light of the global shortage of relevant materials, the decision is of key importance. It not only contributes to the stable supply of strategic products, but also creates conditions for faster production of ammunition, which is an extremely important factor in the current situation.

In order to use the new procedure, the company must be included in the Electronic Register of Selection and Executors of State Contracts. To do this, it is necessary to apply to the Ministry of Strategic Industries. The ministry notes that the system is designed to eliminate bureaucratic delays and provide equal opportunities for responsible manufacturers.

After submitting the application, the ministry’s specialists have five days to check whether the company meets the criteria of the pilot project. If the requirements are met, the Ministry of Strategic Industries sends the appropriate confirmation to the State Export Control Service of Ukraine.

It is the State Export Control Service that makes the final decision on the basis of the documents provided — to grant or deny the company a one-time import permit. Thus, the new mechanism opens access to vital materials to those manufacturers who can respond promptly to the needs of the front, but are not covered by existing state contracts.
