Since the beginning of the full-scale war in Ukraine, the government has been implementing a number of measures to support internally displaced persons (IDPs). One of the important areas is the Shelter program, which allows homeowners who are likely to provide shelter to IDPs to receive compensation from the Pension Fund of Ukraine (PFU). Recently, the press service of the Ministry of Social Policy reported that these payments will be automatically continued without the need to submit additional applications.
According to official sources, homeowners who are already participants in the Shelter program and receive cash compensation will receive further compensation automatically. This means that there is no need to contact the PFU to continue the payment. However, those who are going to use the program for the first time or have already adjusted their status during the current year must contact the relevant services by March 1.
Under the current rules, compensation for IDPs' living expenses is provided for a period of 6 months, after which it is automatically extended for the next 6 months after the relevant verification. The single compensation for one person is 450 hryvnias per month.
The program also has its limitations. For example, compensation is not provided if the homeowner has family ties with the IDP, or if the IDP has not lived in the housing specified in the asylum agreement for more than a month or has been abroad for more than 30 consecutive calendar days at the time of the verification. Also excluded from receiving compensation are those homeowners who purchased or received housing free of charge within three months prior to the application.
These changes are aimed at simplifying the procedure for obtaining social assistance for homeowners and ensuring more efficient use of state resources in supporting IDPs.
