In 2023, Germany has allocated €50 million for the initiative "Improving the living conditions of internally displaced persons in eastern Ukraine". This was reported by the press service of the Ministry of Reintegration of Ukraine.

The project is being implemented by the International Organization for Migration (IOM) with the support of the Ministry of Reintegration and the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Kreditanstalt für Wiederaufbau (KfW).

The main goal of the initiative is to support the Ukrainian authorities in providing affordable living conditions for internally displaced persons and vulnerable groups of the population through the organization of long-term rental housing.

The project will involve the construction and reconstruction of 24 facilities (1,670 apartments) in Lviv, Ivano-Frankivsk, Chernivtsi, Vinnytsia, and Kyiv regions.

The government has recently changed the procedure for providing temporary housing for internally displaced persons. IDPs can now receive housing even if there is no suitable housing in the stock at the time of their application.

As of November 2023, there are 4.9 million internally displaced persons in Ukraine, 3.6 million of whom became displaced after February 24, 2022. Deputy Prime Minister, Minister of Reintegration of the Temporarily Occupied Territories Iryna Vereshchuk noted that the number of internally displaced persons remains stable, as many people return to their homes after evacuation.

Vereshchuk also emphasized that the state will not limit the duration of IDP status as long as the war continues.
