The Cabinet of Ministers of Ukraine has decided to expand the list of sectors whose employees can be reserved. The amendments were made to Resolution No. 76 of January 27, 2023, which regulates the reservation of persons liable for military service for the period of mobilization and wartime. This was reported by the press service of the Ministry of Economy.
The updated list of areas determines which employees can be reserved, and also sets clear deadlines for considering applications from enterprises, institutions and organizations for their recognition as critical.
Minister of Economy Yulia Svyrydenko noted that previously, government agencies did not always consider requests from enterprises to recognize them as critical in a timely manner. This led to problems for business entities and complicated the planning of their activities. The new decision provides for the limitation of bureaucratic procedures by setting a maximum time limit for consideration of appeals - up to 10 business days from the date of receipt.
In addition, the criteria for determining which companies are critical have been amended. The amount of the unified social tax (UST) will now be taken into account in one of the criteria. This criterion includes the payment by the company during the reporting tax year of taxes, duties, and fees (except for customs duties) in the amount of more than EUR 1.5 million. Also, employees of veterinary medicine enterprises, state-owned assay control enterprises and others may be recognized as critical if they meet two or more criteria.
The update also concerns the determination of the number of persons liable for military service who are subject to reservation and work in local governments and state bodies. A unified approach to determining this number is applied, which will help to streamline the reservation process.
The amendments should simplify the procedure for booking employees in case of mobilization and wartime. This will improve cooperation between government agencies and businesses, ensure quicker processing of applications and reduce bureaucratic obstacles. The updated list of areas and clear deadlines will make the booking process more transparent and efficient.
