The President of Ukraine, Volodymyr Zelenskyi, signed Law No. 3993-IX, which extends the deadline for registration of ownership of land shares until 2028. This step is aimed at protecting the interests of unit holders and adapting the legislation to the difficult conditions that have arisen due to the war and other factors. Now, citizens will have another three years to formalize the ownership of their land plots.
According to the new regulations, the deadline for registration of ownership of unclaimed plots of land has been extended from 2025 to 2028. This allows owners of land shares who could not complete the procedure on time due to the circumstances, to do so within the next three years.
According to the document, if by January 1, 2028, the owner of the share or his heir does not issue the ownership right to the land plot, he will be considered to have given up this plot. Such a rule makes it clear that after the specified term, the state will have the right to consider the land share as non-privatized.
The Ministry of Agrarian Policy and Food of Ukraine explains that the extension of the deadline for registration of land rights is due to several important circumstances. The ongoing war on the territory of Ukraine, the occupation of certain areas, as well as the departure of some citizens abroad made it much more difficult to fulfill the requirements established earlier, in particular, for registration of property rights by January 1, 2025.
"Granting an additional three years is a necessary step so that the owners of unclaimed shares and their heirs have the opportunity to complete all formal procedures, in particular, to develop land management documentation, to register plots in the State Land Cadastre and in the State Register of Rights to Immovable Property", - the Ministry of Agriculture notes politicians
Thus, the new law allows for greater legal certainty for the owners of land shares and contributes to the removal of land plots from the "shadow" sphere, which is an important step for the stabilization of land relations in Ukraine, especially in the conditions of post-war reconstruction.
