Ukraine is preparing to launch the eExcise system: How it will change the alcohol and tobacco market

Soon, the revolutionary eExcise system will be launched in Ukraine, which will take control of the market of alcoholic beverages and tobacco products. This system will replace traditional paper excise stamps with electronic ones, ensuring the transparency and legality of circulation of excise goods. The Cabinet of Ministers has already approved the necessary legal acts for its implementation, which will be an important step in the fight against smuggling and counterfeiting.

This was announced by the Deputy Prime Minister for Innovations, Development of Education, Science and Technologies, Minister of Digital Transformation Mykhailo Fedorov. According to him, the "eExcise" system will allow consumers to scan products using the "Diya" mobile application, check their legality and origin, as well as quickly send complaints in case of detected violations.

The main goal of the system is to increase the transparency of the market of alcohol and tobacco products and reduce the level of smuggling. As Fedorov noted, the losses from smuggling activities in Ukraine are impressive — in 2023 alone, the state budget lost over 30 billion hryvnias. The introduction of electronic excise will help to significantly reduce these losses.

The new rules regulate all aspects of the functioning of "eExcise": from interaction with business and state bodies to work with other registers. In addition, the system provides for the use of an excise electronic document (AED) and a unique group identifier (UGI), which will ensure reliable tracking of each product.

"eAktzyz" will provide businesses with the opportunity to receive excise stamps without excessive bureaucracy and the need to visit the tax office. This will greatly simplify processes for entrepreneurs and make the system more efficient. And for consumers, it will become a convenient tool for checking the legality of products through the "Action" application.

The implementation of "eExcise" should become a key step in the fight against the shadow market of tobacco and alcohol, allowing the state to save billions of hryvnias from the budget and ensure fair competition on the market.
